What is Government?

A government is the group of people that runs a country or a state. It:

  • makes laws (rules everyone must follow),
  • enforces those laws,
  • builds and runs services — schools, hospitals, roads, railways, post offices,
  • protects the country's borders and keeps people safe,
  • settles disputes.

Why We Need a Government

  • To keep order and peace.
  • To protect people and their rights.
  • To provide services that one person cannot make alone (roads, water, schools).
  • To make fair laws and see they are followed.

Levels of Government

LevelLooks after
National (Central)The whole country — defence, foreign affairs, currency
StateOne state — state police, state schools, agriculture
LocalA village or town — panchayat or municipality

Types of Government

TypeWho rules
MonarchyA king or queen (rules for life, usually by birth)
DemocracyThe people, through elected representatives
DictatorshipOne person or a small group, without the people's choice

India is a democracy. The people elect the government by voting.

Laws and the Government

  • A law is a rule made by the government that everyone must follow.
  • The government can also change old laws or make new ones (for example, laws to protect women's rights or the environment).
  • Courts help enforce the laws and judge disputes.

The Right to Vote

  • In a democracy, adult citizens elect the government → this is the right to vote.
  • Universal adult franchise: every adult (18 years and above) can vote, rich or poor, man or woman.
  • Earlier, some people (like women, the poor, the uneducated) were not allowed to vote. Now all adults can.
  • Voting lets ordinary people choose and change the government.
